Hazel Dell is close-in north Vancouver, and much of it was built well before the county's building boom — roughly a third of Clark County's housing predates 1980, and a good share of it is here. Older homes mean older plumbing, shallower crawl spaces and drainage that was laid out for a different standard of rainfall. Sitting well west of the Gorge, Hazel Dell sees far less of the east-wind ice that reaches Camas, so its losses are almost entirely about water that has had months to work.
